Brazilian Civil Rights Framework for the Internet has a new stage of public consultation

On January 27, the Ministry of Justice launched the new stage of consultation to the population about the decree that governs the Internet Civil Rights Framework. The event was attended by the ministers for Justice, José Eduardo Cardozo, Communications, André Figueiredo, and Culture, Juca Ferreira.

After receiving over 60 visits and 1,200 comments during the first stage of the debate regarding the regulation of the Brazilian Civil Rights Framework for the Internet, the Department of Legislative Affairs of the Ministry of Justice launched a new stage of consultation to the population. The proposal of the text is the result of the contributions made during the first stage of the debate, held in the first semester of 2015.

At this second stage, the civil society, companies and scholars may voice their opinions on a draft decree, indicating what they consider to be the best wording for the text that will serve as subsidy for the decree.

The purpose of the public consultation, according to the minister for Justice José Eduardo Cardozo, is to add contributions from the civil society in a collaborative manner. “The construction of the text of the decree involves the network users in an ample democratic process of consultations. Given that the Brazilian Civil Rights Framework for the Internet affects the lives of all Internet users, the society’s participation is extremely important for us to have an effective regulation".

Gabriel Sampaio, Legislative Affairs secretary of the Ministry of Justice, stresses that shanks to the strong participation from the society, Brazil created a vanguard law that is internationally recognized. Therefore, the second stage of the public debate is fundamental to build, together with the Presidency of the Republic, an effective draft decree that consolidates the progress made.

How it will work

Divided into four chapters and with 20 articles, the draft decree is available at website pensando.marcocivil.mj.gov.br. Those interested may make contributions and suggest amendments to the wording or to the contents. Moreover, the participant may agree or disagree with the excerpts proposed and the contributions made by other participants.
