Ministry of Culture presents new organization structure

After releasing the Program for Server Recovery, the Ministry of Culture presented its new organizational structure, which will ensure efficient management and align the actions of the Ministry of Culture of the demands of society. The ministry will be followed by six departments, among them the new Office for Economy of Culture and the Department of Cultural Infrastructure. The old boards begin to form departments in line with the nomenclature used in other ministries. The departments are divided into general-coordination. In some cases, the general-coordination report directly to the secretaries.

“We want the Ministry of Culture to offer concrete deliveries to society. The new structure aims to rescue the credibility of Ministry of Culture and symbolic dimension of culture in Brazilian’s citizen heart”, stresses the minister of culture, Marcelo Calero. Under the leadership of Mariana Ribas, the Executive Office will have two Undersecretariats: the Strategic Management Undersecretariat, responsible for the management of personnel, communications and information technology and strategic planning of the ministry; and the Undersecretariat for Planning, Budget and Management, following with the internal management functions, financial and budgetary.

The Office for Economy and Culture will map the supply chain of culture in a broad and comprehensive manner and will act in partnership with other offices and entities bond to the Ministry System. The lawyer Claudio Lins de Vasconcelos will lead the Office for Economy of Culture, which will act on three fronts: encouraging the sustainability of traditional activities, vanguard and language experimentation; encouraging cultural entrepreneurship; and supporting the development of strategies for the cultural high performance industry. In the new design of Ministry of Culture, the Board for Intellectual Rights, formerly bond to Executive-Office, is now a department of new Office. The Department for Productive Strategy and Department for Sustainability and Innovation are also departments in this Office.

The Ministry of Culture will seek partnerships with state and local governments to support improvements and modernization of theaters, cultural centers, libraries, museums and similar. This will be the main function of the Cultural Infrastructure Office, the appointed secretary of which is Orvalina Ornelas Silva Nascimento, career servant of the Education Ministry. In addition to encouraging enjoyment, cultural equipment in good condition stimulate local cultural production, contributing to the democratization of access and action. The accessibility guarantee is one of the focuses of this office's program.

The Institutional Articulation Office is now Institutional Development Articulation Office, being managed by career diplomat Bruno Santos. With Sadi, the National Plan of Culture and the National Culture System are now managed by the same office. The Department of International Promotion will be subordinated to the office, focusing on issues related to the dissemination of Brazilian culture abroad.

In the new structure, the Audiovisual Office, under the command of producer Alfredo Bertini, now has the New General Coordination of Media, linked directly to the secretary, who will address the issues related to new production formats, and the Department of Audiovisual Policy.

The Citizenship and Cultural Diversity Officer, under the management of Renata Bittencourt, received new assignments. In addition to work on deepening of territorial policies of Culture, through the Department of Cultural Diversity, SCDC incorporates the Department of Book, Reading, Literature and Libraries, which was linked to the Executive-Office.

The change strengthens the area of books and reading, which will further integrate and reach. It becomes part of the structure from the Department of Cultural Diversity to General-Coordination of Culture and Education, which will address issues related to education and culture. Directly linked to the Office, will also be the General-Coordination of Accessibility and Inclusion, which reflects the commitment of the new ministry management: the exercise of cultural rights in full, without limitations, either in production or enjoyment of any order.

Responsible for the Incentive to Culture Law, the Promotion and Incentive Office to Culture, under the management of José Paulo Martins, will count with two offices: The Promotion Mechanism Department, which will be responsible for National Fund of Culture and Vale-Cultura; and Incentive Department to Cultural  Production, which will manage Social Patronage.
