RNP and MCom promote workshop about the Neutral Operator for the Connected North Program

On the morning of 04/08, the National Education and Research Network (RNP) and the Brazilian Ministry of Communications (MCom) conducted an online workshop to present and answer questions about the process for qualification of legal persons interested in joining the Neutral Operator open Consortium for Infopath 00, from Macapá to Santarém, a pilot project for the Connected North Program. Over 90 representatives of companies interested in the process, such as operators, providers, and engineering, were present at the event and able to contribute with questions and suggestions for improvements to the process.

The coordinator-general of Telecommunications Infrastructure Projects for MCom, Daniela Schettino, talked about the Connected North Program and its nine Infopaths, including the Infopath 00, in order to provide all participants with the same level of information. "The goal of the program (North Connected) is to expand the structure of communications in the Amazon region through the deployment of a fiber-optic backbone on the beds of the rivers in the region," she explained.

"The project aims to meet public telecommunications policies and - through this partnership with you, providers of telecommunications services - expand communications to the entire population of the region, in addition to directly meeting public policies in education, research, health, defense, and of the judiciary," said Daniela Schettino.

Then, the director of engineering and operations of RNP, Eduardo Grizendi, presented the process for qualification and the model for the Neutral Operator of Infopath 00. He also highlighted that other service providers different from Internet providers and operators may be interested in fiber pairs of the Infopath and, therefore, participate in the process. "The model of Neutral Operator that we propose to Infopath 00 is an open consortium, as detailed in the Term of Reference for the process," he explained. "If there is an interest in participating, we will receive the instrument of acceptance and commitment with the documents so that you can be qualified," explained Grizendi to the participants of the event.

The workshop was also attended by the manager of Strategic Projects of RNP, Oswaldo de Freitas Alves; the president of Teleco, Eduardo Tude, a consulting company that worked with the RNP and MCom on the modeling of the Neutral Operator; the procurement analyst and coordinator of RNP, Sara Cristina, and Rodrigo Campos, respectively. This group helped answer questions from the representatives of the companies present at the event.

About the qualification process for the Neutral Operator

Companies interested in integrating the consortium, which will act as the neutral operator, have until 12/08 to submit questions about the term of reference. The answers to the questions made during the workshop and sent by email will be made available on the RNP website by 08/17.
