RNP publishes its Transparency Policy

The National Education and Research Network (RNP) now can rely on a powerful tool to make the organization more transparent: its new Transparency Policy, a document that consolidates the organization's stance regarding the topic and provides guidelines for responsible transparency.

The policy ensures access to information, respecting requirements of confidentiality, integrity, and privacy of its partners, as well as the safety in the implementation of CT&I public policies, pursuant to the Law of Access to Information (Law No. 12.527/2011).

According to the policy, transparency is the access to information of public nature to which a citizen is entitled. Thus, it can make public management, accountability, and social participation possible or better.

Transparency can also be active or passive. In passive transparency, RNP responds to a formal request for access to information submitted by an individual or legal person. This is the model followed by the Citizen Customer Service (SIC) of the Federal Government.

Whereas in active transparency, RNP provides information for public access, on the organization's website, based on the understanding that they have a direct impact on partners and society as a whole, pursuant to the conditions of secrecy, as laid down by the General Data Protection Regulation (GDPR).

For professor Manoel Marcondes Neto, Rio de Janeiro State University (UERJ), Ph.D. in Communication, and author of the book "4R's of Public Relations", transparency can be perceived in five instances: recognition before society; relationship with stakeholders; market relevance in the industry; reputation protection; and, finally, resilience, i.e., the ability to respond to changes in society and survive.

According to the Information Manager at RNP, Vanessa Macedo, the challenge of the Transparency Policy was to take into account these five instances, considering the institution's social organization identity that acts in both private and public spheres. "This specificity required the drafting of a responsible transparency, which is carried out considering the legislation and requirements of both spheres, in a way that allows openness and secrecy to coexist in harmony and compliance," explained Vanessa Macedo
