RedCLARA publishes a study on maturity of ICT Governance in Latin America

RedCLARA published the result of the II Study on Governance Maturity of ICT in Latin America Higher Education Institutions.  The book that was published in the beginning of November of 2019 seeks to be the departure point of a joined works of IES from Latin America, for promoting good practices in the government of these ICT in these institutions.

In the development scope of higher education institutions, the ICT have a vital importance regarding management, government and governance, considering the latter as the milestone on which those that take and execute decisions are supported.

It was with this premise that, due to TICAL2017 Conference, which was held in Costa Rica, the Governance Group in ICT of Latin America (G-TIC) was created. This is formed by directors of technology from member institutions of the Network of ICT Directors from Latin American Higher Education Institutions (ReDiTIC) and members of RedCLARA, with the aim of taking actions regarding ICT government linked to regional IES.

Thus, in June of 2018, through RedCLARA, directors and people in charge for ICT in Latin America universities were invited to answer the survey “II Study on Governance Maturity of ICT in Higher Education Institutions” until August 12th of the same year. The research aimed to recognize the advances obtained since the first study, held in 2014, to talk about pending themes and to identify strengthening actions to advance in the incorporation of strategies. The specific purposes defined in the studies were the following:

  • To assess the maturity level of regional IES regarding ICT Governance.
  • To strengthen ICT Governance.
  • To incorporate continuous improvement strategies based on the ICT area for the totality of working scopes of IES integrated to ReDiTIC.
  • To standardize the development of the best practices of G-TIC with the aim of ensuring that the work performed by university organizations be done in compliance with the institutional objectives and the best international practices.

The result of this paper is the book presented herein, which offers a panorama of the advances obtained in the development and promotion of ICT studies in the region and the combined efforts performed, mainly through the conduction of national researches. The backgrounds of this study include a document presented by RedCLARA in 2014 (privately delivered to the participants of the first research), the efforts of the Information and Communication Technologies Sector Commission (CRUE-ICT), of Spain, and the National Association of Universities and Institutions of Higher Education (ANUIES), from Mexico.
