The Brazilian Internet Management Committee (CGI.br) opened the public call of the new election process of the representatives of the Civil Society, who will comprise the committee. Eleven members will be selected, namely, four from the business sector, four from the third sector, and three from the scientific and technological community. The first stage of the process consists in approval of the organizations of the Civil Society to compose the electoral college of their sector. The interested institutions shall register and send the necessary documentation until 2/6.


RNP encourages the scientific and technological community to participate in the election process for the new period of CGI.br, as a way to strengthen the operation of this community in this important space, where the course of the Internet in Brazil are discussed. 


One of its directors, José Luiz Ribeiro, from the RNP Services and Solutions Board of Directors, is a member of CGI.br board. He points out that “the scientific and technological community has always been represented in CGI since its creation in 1995, and has contributed a lot to the discussions on activities that enabled the consolidation of the Brazilian Internet governance model, which has become an example for other countries. In addition to joining CGI working groups, José Luiz coordinated WG that held the Internet Forum in Brazil in 2018 and 2019, in Goiânia and Manaus, respectively.

Which institutions from the scientific and technological society can register?

According to the call, there are some rules for the representatives from the Civil Society to enter CGI.br. Among them, the entity shall be legally registered for at least two years in relation to the start date for the candidates' registration. It will also be necessary for the institution´s representativeness to be national or state, and the institution shall prove its operation on subjects directly associated with or related to the Internet.

This electoral process considers the entities representing the scientific and technological community recognized as associations or societies characterized by free association of scientists, researchers and/or representative higher education or research entities. As an example, we can mention RNP itself, the National Association of Directors of Federal Higher Education Institutions (Andifes) and the National Council of the Institutions from the Federal Network of Professional, Scientific and Technological Education (Conif).

About the election process

According to the call, the organizations from the Civil Society can register and send the necessary documents until 2/6 to be approved to comprise the electoral college of their sector. All instructions are available on the site of CGI.br. Then, there will be a period for indication of the candidates for the 11 places of the Civil Society. Voting will be done electronically in the period between May 18 and 22.

How to register your institution?

The first stage consists in completing the electronic form of the Election Committee of CGI.br. The registration includes the data of both the institution and its representative, a person, who will follow the election process up and confirm the vote. The representative does not have to be the entity´s president or the coordinator.
Then, it is necessary to send the documents requested in the process by e-mail to eleicao2020@cgi.br or post (address in the call). Reminding that the deadline for the document receipt is 2/6. Check out the list of necessary documents.
1.    Simple copy of the entity´s CNPJ (printed from the site of the Federal Department of Revenues).
2.    A simple copy of the entity´s bylaws and the last amendment (if any), with proof of the registration of this document at the competent body.
3.    A simple copy of the last election minutes and the investiture of the board of directors or legal representative, with proof of registration of this document at the competent body.
4.    A simple copy of the document that proves that the entity legally exists for at least two years in relation to the start date of the indication of the candidates, provided in the call.
5.    To prove the performance of its activities, the entity must prove national or state representation by means of its bylaws, duly registered at the competent body until the date of publication of the call.
6.    The entity must prove its performance in subjects directly associated with the Internet or relation to such subjects, by presenting:
o    a copy of the bylaws duly registered at the competent body until the date of publication of the call, expressly mentioning the entity's operation on subjects related to the Internet, or
o    a copy of at least three minutes of meeting duly registered at the competent body until the date of publication of this call, proving that the entity operates on subjects directly related to the Internet, or
o    a copy of documents proving that a member(s) of the Administration Board or the Executive Board, has(have) participated in at least three events or courses related to subject directly related to the Internet in the last three years prior to the publication of the call, as representative(s) of the entity registered in the Electoral College, or
o    a copy of a document proving that the entity had held events, meetings, courses or projects on topics directly related to the Internet, on a date prior to the publication of this call.
7.    Report of activities carried out in the last two years.
8.    A letter signed by the entity's legal representative stating the reasons why the entity is interested in participating in the elections of CGI.br and describing the institution´s scope of operation in activities related to the Internet.
9.    Power of attorney, if necessary, designating the entity's legal representative for the purposes of this election process.
10.    A copy the legal representative´s CPF and identity document.

Election process schedule

The process started on 12/11/2019 and will continue until 6/1/2020. This process is composed of several stages. See the main milestones of the schedule.


12/11/2019 to 2/6/2020: period for the candidate entities to compose the Electoral College to submit the documents.

3/20/2020: disclosure of the final list of approved entities.

Until 03/27/2020: period for indication of candidates by entities approved to participate in the Electoral College of the CGI.br Elections 2020.

04/03/2020: disclosure of the list of indicated and approved candidates

05/18 to 05/22/2020: the approved entities shall vote on the approved candidates according to the corresponding segment.

06/01/2020: disclosure of the candidates approved to compose CGI.br.
